He wrote that the analysis of the state of the automotive industry in Russia leads to a sad conclusion: the industry is still dependent on the imported components and the ruble exchange rate, and the dependence is only increasing. If you believe the reports of KAMAZ for 9 months of last year, the share of imports in its procurement was 35.5%, whereas for the same period of 2012, this figure was at the level of 12.1%.

And this is considering that the goals on localization of assembly production in our country are considered fulfilled. In fact, many important components for the production of components are still venered from abroad, and their cost, taking into account sanctions limitations only grows. From here more than the modest results of the industry compared with the world: the share of the car industry in 2020 was a miserable 0.4% of Russia’s GDP, while the share of the automotive industry in the shaft product of the EU countries was almost 7% in 2018. As in many cases affected by industries, it is also time to change the existing approaches, including to co-finance the creation of new auto component industries on 50/50 conditions with private investors.

But the government is missing at all, and the Central Bank does not hurry to develop the bond market — the debt market. He is more important than the profit in the banking sector, and not the creation of new jobs.

How to start the process

Almost all car manufacturers face the lack of Russian components suppliers. Especially when it comes to not about localization in the form of copying (or build to print), but about products that need to be developed or modified. Most often this happens when the documentation belongs to a foreign supplier. In this case, most Russian manufacturers are not able to independently develop components. Often, the way out of this situation is found as follows. The search for a foreign partner or an enterprise, which is localized in Russia, being a foreign manufacturer is underway.

However, there are all conditions for the development of autocomponent industries.

Two years ago, the investment regime of specialistic flows (SPIK) was operating in the Russian Federation associated with the Decree of the Government of the Russian Federation No. 719. From quantitative approach, the industry began to move to sales and qualitative indicators. The tasks of localization are still relevant, but now it is about its deepening in terms of the number of operations performed on the territory of the Russian Federation, as well as R & D.

Today, the level of localization of the majority of cars produced in Russia, according to the Ministry of Industry, is from 900 to 1500 points, with the exception of individual models of domestic brands. This is the norm within the requirements of the current period. But in a further future perspective, by 2028, the localization threshold value should increase to the level of 5,400 points. Thus, automakers for the preservation of state support measures and various benefits within the framework of the Government Decree No. 719 should accelerate the processes of localization, the use of components and nodes of local production. According to industry specialists, the most complex projects that require combining automakers and suppliers will begin to be implemented as the approach to the threshold of 2024-2025 approaches.

Specialists share components into groups. The first group is easily localized. 5 500-1000 points are accrued. These include domestic production of interior parts and car exterior, wheeled discs, heat exchangers, etc.

The autocomponents of the second group are already more difficult. The thing is that they need to be developed. And this is a more complex and time-consuming process that requires the costs and use of resources, incl. Intellectual. Such components managed to localize for a number of models of cars produced in the territory of the Russian Federation. As an example, fuel tanks can be given, engine suspension, steering system, etc. In points such components are estimated to 500.

The largest number of points today are gaining auto electricity and electronics. But the complexity lies in the fact that the localization requires joint actions of automakers, developers, as well as component manufacturers. But there is one feature. The fact is that the cost of developing this group of autocomponents and products is incommensurable with the volumes of the Russian market. In other words, investments never inside the Russian auto industry. Therefore, the most realistic way is a contract licensing assembly. Such a group of products is gaining up to 1800 points.
